Emergency Preparedness

The Texas Association of Regional Councils (TARC), in cooperation with the Texas Division of Emergency Management (TDEM) and Texas Homeland Security, is pleased to provide this resource for regional Homeland Security/Emergency Preparedness Planners. TDEM and Texas Homeland Security have made funding available to TARC to assist in implementation of the regional approach statewide, known as The Homeland Security Project.
Its major purposes are to:
- Provide information and assistance to councils of governments in planning and implementing homeland security programs;
- Integrate regional planning and priorities with state agency activities;
- Assist TDEM, the Governor’s Office of Homeland Security; and other state agencies that administer emergency preparedness programs in their work with councils of governments and the councils’ local government members.
