The Central Texas Council of Governments (CTCOG) was organized as a sub-region in 1968 and gained full planning regional status in 1974. It has consistently been innovative in program development. It records among the first demonstration projects in such areas as traffic safety and child abuse, and it currently operates a regional Section 8 Housing Assistance Program. This includes a Moderate Rehabilitation Program which offers an incentive to property owners to upgrade tenants' rental housing. CTCOG also serves as the Metropolitan Planning Organization for transportation in the Killeen-Temple Metropolitan Statistical Area. In criminal justice planning, CTCOG pioneered the regional approach to rural crime prevention programs within the state and continues as the regional focal point as the Area Agency on Aging, Job Training Partnership Administrator, Regional Alcohol Services Coordinator, and all aspects of technical assistance to local governments. CTCOG takes a progressive approach to prepare its membership for change and growth and to encompass new issues that serve to improve the quality of life for its citizens.
