The Texas Association of Regional Councils (TARC), in cooperation with the Governor's Division of Emergency Management (GDEM) and the Governor's Office of Homeland Security, is pleased to provide this resource for regional emergency preparedness coordinators. GDEM and the Governor's Office of Homeland Security have made funding available to TARC to assist in implementation of the Governor’s regional approach statewide, known as The Homeland Security Project.

Its major purposes are to:

  • Provide information and assistance to councils of governments in planning and implementing homeland security programs;
  • Integrate regional planning and priorities with state agency activities;
  • Assist GDEM, the Governor’s Office of Homeland Security; and other state agencies that administer emergency preparedness programs in their work with councils of governments and the councils’ local government members.
