Texas Facilities Commission
State Surplus Property Program
The Texas Facilities Commission disposes of salvage and surplus personal property from Texas state agencies. Eligible entities such as other Texas state agencies, political subdivisions, and assistance organizations may contact the agency offering the property to arrange a transfer at a price established by the agency. If property is not transferred to an eligible entity, the general public is invited to purchase theproperty by competitive sealed bid, live auctions, Internet auctions or at one of our retail storefronts.
Texas Federal Surplus Property Program
The Texas Facilities Commission manages the disposition of surplus and salvage donated to the state by federal programs. The TFC's Federal Surplus Property Program certifies organizations as eligible under federal agency regulations to receive and use the property. Private citizens and the general public may not participate in this program.

Texas’ Pandemic Influenza Preparedness Plan
The new draft DSHS Pandemic Influenza Preparedness Plan provides guidance to local health departments for working with their community leaders, discussion of the allocation and distribution of vaccines and antivirals, updated designs for mass vaccination clinics, and information for health care providers and the public. The plan complements both the revised World Health Organization plan and the U.S. Health and Human Services plan.

This document is a revised planning guide from the Department of Emergency Management. This guide supersedes the DEM's "Local Emergency Management Plan Development Handbook," dated June 2000. It is intended primarily for use by local officials responsible for developing and maintaining local emergency planning documents.
Mutual Aid Agreements
The concept of regional mutual aid is based on consistency and simplicity and is borne out of the prospect of a large-scale incident (such as WMD) involving multiple jurisdictions in the response. Coordination of resources and response personnel across multiple counties will be more effective if similar agreements are in place, expectations are consistent, and reimbursement procedures have been negotiated with regional input prior to an event.
The agreements were developed by The CAPCO Homeland Security Task Force (HSTF), which includes emergency management representatives from all 10 CAPCO counties. The HSTF designated a subcommittee to focus specifically on regional mutual aid agreements. The subcommittee worked with CAPCO staff and legal counsel to draft the Tier I and Tier II agreement templates using examples of agreements in other COGs, existing agreements within the CAPCO region, and the templates provided by the Attorney General's Office as samples. The draft agreements were presented to the CAPCO Executive Committee for approval on October 15, 2003.
